Imass Launch System to aid Water Utilities Plan Effective Response to Emergencies.


OASIS - the Online Alternative Supply Information System - has been developed to assist in reacting to planned/small scale events or producing fully documented Local Response Plans.

 

This will also help the utility companies to meet their responsibilities under SEMD (Security and Emergency Measures Direction) or complement their existing plan structure by filling any gaps that may exist.

 

OASIS is split into a number of modules:

  • Contingency Planning - using GIS, this module pre-plans alternative supply locations, refill points, refill hubs ,logistics centres, distribution points and DMAs (District Metering Areas), and is capable of telling the incident manager what volume of alternative supply is required.

  • Resource Register - this will contain details of the assets that are available for deployment to the affected area. Tanks, tankers and bowsers as well as bottled water stocks will be registered on the interactive database. Details of the location and preparedness/availability of any required equipment is accessible via a secure login.

  • Incident Management - a module which provides a clear definition of the extent of any incident, plus detailed planning data relating to the deployment of resources, together with the management of bulletins and FAQs.

  • Network Improvements - the communication of network improvement schemes and planned interruptions to OASIS will ensure the smooth transition from mains to alternative supply, minimising any inconvenience to customers.

  • Communication Interfaces - customers will be able to access accurate, real time information regarding the deployment of alternative supplies (bottled water, static tanks and bowsers), as will call centres and Gold/Silver Command.

  • Administration - this module enables the administration of users and users rights, together with providing pre-defined FAQs and the individual configuration of each service provider.
